Carb problem? Help

i was given a Yerf Dog Go Kart with a 6HP Tecumseh Powersport engine. The Engine doesnt start. I have gas going into the carb but no gas is going beyond that. It will start and die when i spray carb cleaner into the carb. Anyone know whats wrong and how to fix it?

Clean the carb

OK changed out the carb and it cranked right up. Now i get on it and give it gas and it has a belt on it but it seems to be burning it up. I put my son on it and it goes but still looks like its buring it up. Any suggestions?
