Check the obvious stuff first. Is the kill switch grounded? Does yours have a brake safety switch? (maybe it's now actually working)

As for the compression, I would think you should be slightly higher than 90, and yes it will rise once the rings seat. Did you "clock" the piston ring gaps? (10, 2, and 6 O'clock positions) How big are the ring gaps?
