If Gummerfan's buggy was running before the winter and it runs with fuel poured into the carb, then somethings gummed up in the line or maybe where the fuel petcock valve screws into the tank. First disconnect the fuel line where it connects to the base of the petcock and see if fuel will drain from the tank through the petcock. The Chinese stock rubber lines breakdown and could clog internally.
There's also a screen tube inside the tank that might be gummed up or clogged.
Definitely get rid of last years fuel.
