When working correctly the choke should slowly lean out the mixture. After a few minutes the choke should be fully extended blocking off any extra fuel.

This is a new choke that i have and tested it before installing (on testing the needle did extend)... I agree with you something is wrong...Going on real test drive tomorrow and will try both ways and will let you know, but in my mind it should work as designed by the manufacturer... Went to a scooter store today to get a jet for the carb told the guy what i have told you and he said to NOT plug it in, i don't think this is correct, once again I know nothing about this...
