Default Kandi 150FS rear axle bearing help

I'm in the process of replacing the rear axle and bearings on my son's Kandi. I was able to get the old bearings and housing removed from the old axle using a large modified 3-jaw puller. But in test fitting the new bearings on the new axle, they are definitely tight. Almost a press fit. I can slide it on about 1/8 of an inch before it stops and it takes some effort to remove it. What's the trick to getting these bearings on without destroying them or the axle? I've been debating on going over the axle with some 2000 grit paper and emory cloth to reduce the diameter a few thousands, but without a lathe, I'm a little worried it won't be round when I'm done.
