The needle jet hangs on the float(very small wire clip)-as the float moves down the needle jet moves up to let fuel in the bowl- the little spring loaded pin in the end of the valve applies pressure to the rubber tip to seal against the seat to stop the fuel flow when the float it at it's highest point.
