Default Motor not turning over.

I have a Manco 606 Magnum Express running a Robin 6.5 169cc Engine. Couldn't get the darn thing to turn over and thought it was a spark plug issue. Bought new spark plug and cleaned armature and still nothing. Last ditch effort I poured a little gas down where air filter and carb meet. I got the engine to turn over then.

Now the question is, is there a fuel line problem. A carb problem. Is there sopposed to be a Choke on this carb?? If so, there is a black knob but no way to control it. Here are some pics.

Also I know the carb is a Mikuni but I am having trouble finding any parts numbers or any kind of diagram online.

Ok, so after looking online, I have figured that my motor is in between a ex17 (6 hp) and an ex21 (7hp). So, does this mean it is an ex17 or 21? I have found the Minuki carb diagram also. They used the same one for both motors. Hopefuly I can use this to do a detailed cleaning and or rebuilding of the carb.

Going to be a carb problem more than likely. Fortunately, those carbs you can usually clean. Be happy it is not a Tecumseh.

Sorry metalstudman1, I will keep this one. lol. It had me dumbfounded b/c there were no choke lever when I got the kart. So now I know that, is the choke and throttle butterflys soposed to be controled together? Is there something that is soposed to connect the 2?
