Typically a stuck float or bad needle and seat will cause that. Did this machine sit unused for a period of time?

I can almost promise you that you need to get in that carburetor and clean it. Very few sit and get away without having to be cleaned. It is not that big of a deal. Just take your time. The pay off will be worth it when you go to start it and it runs right and actually idles.

Most times, a good cleaning will do the trick. It is rare for me to have to actually replace a needle and seat assembly in these.
