Default SLGK-160 no fuel and missing/bad parts- help please

Good morning everyone. I just bought a used SLGK-160 for my daughter and I'm trying to get it running. I've been looking around the website, GREAT info by the way!, but I believe I am missing the ceramic resistor under the electronics cover on the back of the machine. To my understanding, this resistor feeds the fuel enrichment switch on the carb, correct? The wires are green and green w/black. There is another wire that has a bullet style plug and a rubber water shield around it and it is black w/red. I'm guessing the greens go to the ceramic resistor, but I can't figure out where the black wire goes to.

Also, under the dash, I pulled the relay box bc it was rattling and I found it was full of mud. It has a 3 pin connector and I believe it is the singing sparking relay? Do I need this or is it just a frill bonus?

Sorry if I'm being too verbose here, but I'm trying to be as specific as I can to get the most accurate information with the least guesswork and word volley.

Now the problem-
All electrical circuits work- horn, lights, brakes, ect except the turn signals.

Now my questions-
Where is the turning signal relay located? Do I need the fuel enrichment resistor? - can I leave that connection open, shorted, use a different resistor? Where does the black w/red bullet plug in the electrical box go?
